The polls are in, and so is The Mayor! This elected official aids allies and hinders foes depending on his mood. Whether Happy or Worried, he's here to help!

Passive: The Mayor's Basic Attacks depend on his mood. The Mayor is Happy when he has 50% or more of his Max HP, otherwise he will be Worried.
When the Mayor is Happy, he uses his megaphone to encourage the ally with the lowest percent of their Max HP, Healing them for 300k + 3sp HP. When the Mayor is Worried, he uses his megaphone to stress out the frontmost enemy, Scaring them for 10 seconds and dealing Fantastic Damage.
Active: The Mayor removes all Disables from allies and provides them with a 80% increase in Movement and Attack Speed for 10 seconds.
After an ally has completed 3 Basic Attacks, their next one will Heal them for 100% of their Max HP and apply a Random Disable to enemies hit for 5 seconds. Allies can only gain these benefits once per use of this Skill.
The Mayor can target himself with the Active section of this Skill and his Happy Basic Attacks.
Disables include Stun, Freeze, Blind, Silence, and Charm.
When The Mayor becomes Worried, he Scares and Saps all enemies for 4 seconds. The frontmost enemy hit is dealt 450k + 4.5sp Fantastic Damage over 4 seconds.
This Skill can only be triggered once every 5 seconds.
If the Mayor is Happy he waves cheerfully at all enemies, Scaring and Shattering them for 6 seconds.
If the Mayor is Worried he screams at all enemies. Enemies take 1000k + 10bd Normal Damage while being Silenced and Sapped for 6 seconds.
The Mayor and allies Heal for 10% of their Max HP per enemy he Scares with his Skills.
The Mayor and allies deal 400k + 8bd bonus Fantastic Damage with their Basic Attacks.
When The Mayor is Happy, his Basic Attacks now Heal an additional 20% of the Hero's Max HP and remove Disables.
When The Mayor is Worried, he gains 50% Attack Speed and his Basic Attacks now apply a random Disable for 5 seconds. Each enemy can be Disabled this way once every 6 seconds.
The Damage Over Time effect from "Jolly and Horrible" now additionally gets applied to the farthest enemy.
Disables include Stun, Freeze, Blind, Charm, and Silence.
